TOP-10 cluster support tools - a practical set for regions

As part of the #Clusters4Regions project, the Ukrainian Cluster Alliance has prepared a selection of the most effective tools to support cluster development — from cluster management programs to industry roadmaps and voucher schemes. This is a systematic document that will help regions integrate the cluster component into their development programs.

📎 The document contains a logical framework "Objectives - Mechanisms - Tools", covering 6 critical missions of the cluster ecosystem, 15 mechanisms of state intervention and 14 key tools, of which the TOP-10 for the regional level are highlighted.

Among them:

🔹 cluster management support;

🔹 infrastructure solutions (tech parks, EDIHs);

🔹 acceleration and educational programs;

🔹 dual transition roadmaps (Green & Digital);

🔹 export and international projects with a cluster component, etc.

These tools are already used in the EU, and partly in Ukraine, but without a focus on clusters. The document provides examples of adapting European experience to Ukrainian realities and recommendations for implementation: from lobbying for cluster components in existing programs to creating new support mechanisms.

This is a toolkit that is worth using today.
